By Guilherme Paladino, for 247 - Next week, Beijing will host one of the most important political events of the year: the "Two Sessions" (Lianghui), the annual meetings of the National People's Congress and the Chinese People's Political Consultative Conference (CPPCC). The event, taking place on March 4th and 5th, will be the stage for crucial discussions on the future of the Chinese economy, technological modernization, and the country's response to global geopolitical challenges.

This year, the "Two Sessions" take on special significance. In addition to marking the final year of the 14th Five-Year Plan (2021-2025), the event occurs at a time of escalating tensions with the United States, where President Donald Trump, elected in 2024 for his second term in the White House, has intensified a protectionist agenda that places China at the center of his criticism. Amid this scenario, China seeks to reaffirm its economic resilience and its capacity to lead global innovation.

Focus on economic recovery and "high-quality growth"

According to the Xinhua news agency, the Chinese government is expected to announce its GDP growth target for 2025 during the "Two Sessions," as well as detail policies to boost "high-quality" development. Despite some reticence from foreign analysts, China is demonstrating confidence in its ability to maintain a stable economic recovery.

Recent data reinforces this optimism. The record-breaking success of the Spring Festival, with cinema box office receipts exceeding 20 billion yuan (including the phenomenon No Zha 2, which became the highest-grossing film in a single market in history. The increase in travel during the holiday period demonstrates the vitality of domestic consumption. Measures to expand domestic demand, such as equipment renewal programs and consumer goods exchange programs, should be prioritized.

Furthermore, the government plans to strengthen the private sector, which accounts for more than 60% of GDP and 80% of urban employment. draft bill to promote the private economy, currently under discussion. The goal is to eliminate market barriers, protect intellectual property, and ensure fair competition. These initiatives are seen as essential to boosting innovation and business confidence.

Technological innovation and the "Made in China 2025" agenda

Technological innovation will be another central theme of the "Two Sessions." China seeks to consolidate the advances of the plan. Made in China 2025, which will celebrate its tenth anniversary in 2025. The goal of transforming the country into a global powerhouse in high-tech manufacturing has faced challenges, especially with the restrictions imposed by the US on the export of semiconductors and other critical technologies.

Chinese companies like Huawei and BYD, and startups like DeepSeek and Unitree Robotics, have demonstrated the country's ability to compete in sectors such as artificial intelligence, robotics, and clean energy. During the event, the government is expected to announce new measures to accelerate the integration of technology and industry, as well as expand initiatives like the "AI Plus" program.

Geopolitical tensions and openness to the outside world

The "Two Sessions" also occur in a context of growing global protectionism. The election of Donald Trump in 2024 reignited trade tensions between China and the US, with the American government imposing tariffs and restrictions on Chinese products. In response, China reiterates its commitment to "high-level opening," seeking to attract foreign investment and strengthen partnerships through the Belt and Road Initiative.

An action plan to stabilize foreign investment by 2025, with measures such as expanding free trade zones and liberalizing sectors like telecommunications and medical services, is expected to be highlighted during the event. China also intends to deepen cooperation with partner countries, seeking to diversify its trade relations and reduce its dependence on the American market.

Challenges and expectations

Despite the optimism, China faces significant challenges. The global economic slowdown, tensions with the US, and the need to accelerate the green transition are putting pressure on the government to find a balance between growth and sustainability. Furthermore, an aging population and the need for structural reforms demand bold action.

The "Two Sessions" of 2025 will therefore be a key moment in defining the country's direction. With the end of the 14th Five-Year Plan and the preparation of the 15th Plan (2026-2030), the Chinese government seeks not only to consolidate its achievements, but also to position itself as a global leader in an increasingly fragmented world.

While the eyes of the world are on Beijing, one thing is certain: the decisions made in the coming weeks will have repercussions far beyond the borders of the "Middle Kingdom".
