TASS – China advocates abandoning the Cold War mentality surrounding the Ukrainian issue completely, as well as forming a balanced and effective mechanism to guarantee European security, Chinese President Xi Jinping said Friday in a phone conversation with his Russian counterpart Vladimir Putin.

"It is necessary to abandon the Cold War mentality, take into account and respect the legitimate security concerns of countries and form, through negotiations, a balanced, effective and sustainable mechanism [to guarantee] European security," China Central Television quotes him as saying.

"Lately, the situation in eastern Ukraine has changed dramatically and is attracting increasing attention from the international community," the Chinese president added.

Russian President Vladimir Putin said in a televised address Thursday morning that, in response to a request from the heads of the Donbass republics, he had decided to conduct a special military operation. The Russian leader stressed that Moscow has no plans to occupy Ukrainian territory. Shortly afterward, Washington, the EU, London, and several other states announced they were imposing sanctions against Russian individuals and organizations.

The Russian Defense Ministry reported on Thursday that Russian troops were not carrying out attacks against Ukrainian cities. It emphasized that Ukrainian military infrastructure was being destroyed by precision weapons. Civilians are not under threat, it assured.
