Marina says that the Ministry of the Environment will apply 'modern concepts such as climate justice and actions against environmental racism'. Learn more.

247 - The new Minister of Environment and Climate Change, Marina Silva, stated this Wednesday (4), in Brasília (DF), that her administration will put into practice "modern concepts such as climate justice" to be "part of the paradigms that will guide our policies". She also highlighted the importance of combating environmental racism. 

In her speech, Marina announced the creation of the secretariats for Deforestation Control, Bioeconomy, Urban Environmental Management and Environmental Quality, and Traditional Peoples and Communities and Sustainable Rural Development.

According to the minister, the ministry will regain control of the Brazilian Forest Service and the National Water Agency (ANA). Marina promised that her administration will implement an Action Plan for the Prevention and Control of Deforestation in the Legal Amazon (PPCDam).

Commenting on the Secretary for Deforestation Control, Marian said: "when we reach zero deforestation, there will be no need for the Extraordinary Secretariat for Deforestation." The minister cited the Bioeconomy agency. "We have high expectations for this new unit in the Ministry of the Environment," she said.

The head of the department also spoke about Urban Environmental Management. "It is undeniable that we need environmental policies for the urban environment. Therefore, we are revisiting this topic within the Ministry, which will be developed in conjunction with other ministries."

The entity representing Traditional Peoples and Communities and Sustainable Rural Development was also mentioned. "The Ministry intends to highlight the role of traditional peoples and communities."

What is environmental racism?

According to Benjamin Franklin Chavis Jr., an African-American leader in the fight for civil rights in the United States, environmental racism means: “racial discrimination in the making of environmental policies, the enforcement of regulations and laws, the deliberate targeting of Black communities for the disposal of toxic waste, the official sanctioning of the presence of poison and pollutants that endanger the lives of communities, and the exclusion of Black people from the leadership of environmental movements.”

What is climate justice?

According to the NGO Global Witness, the concept of 'climate justice' "recognizes that, although global warming is a global crisis, its effects are not felt in the same way everywhere. The worst effects of the climate crisis – for example, extreme heat, floods and crop failures – are felt disproportionately by countries and communities in the Global South."

It is also recognized that the blame for the crisis we are experiencing is not shared equally. As if to further challenge the concept of justice, the places that currently suffer most from the effects of global warming have little or no historical responsibility for causing it. Instead, the greatest blame falls on the rich countries of the Global North, which used large quantities of fossil fuels to fuel their industrial development.
