Sergipe 247 - The most voted councilor in Aracaju for two consecutive elections, Iran Barbosa (PT) will run for president of the city council, in the election that should take place after the inauguration of the parliamentarians elected for the 2017-2020 Legislature, on January 1st. Next Tuesday (6), he will launch the “Platform for a Democratic and Popular Legislature and the candidacy of Iran Barbosa for the Presidency of the Municipal Legislature of Aracaju”, which aims to discuss with society proposals for the construction of a Municipal Parliament with social participation, democracy and transparency. The activity will take place at the Legislative Assembly of Sergipe, at 17 pm.
For Iran, the next president of the City Council must have commitments aimed at ensuring the autonomy and independence of the Municipal Legislature and expanding its openness to the direct presence and participation of society in debates, projects, and decisions about the city. In this sense, he says, his candidacy will be based on a platform with axes and principles aligned with these objectives.
One of these axes will be the expansion of instruments and mechanisms for popular participation and social control over the Legislative Branch of Aracaju, which implies improving means currently available in the Municipal Organic Law and the House's Internal Regulations, such as Itinerant Sessions, Open Forums, Public Hearings and Special Sessions; but it also requires the introduction of new forms of direct interaction between the people and the City Council.
Another focus of the Platform will be strengthening the House's Standing Committees, enabling them to have greater capacity for technical analysis of projects and for qualified, democratic, and participatory deliberation on them.
A fundamental principle for any democracy, transparency will also be one of the issues debated by the candidacy, with measures such as adapting the Chamber's institutional website to the precepts of the Access to Information Law, the commitment to transitioning TV Câmara to open signal, and the live and complete transmission of all legislative sessions.
There is also concern about the quality of services provided by the House, which implies the adoption of measures aimed at valuing the Chamber's employees. "This will require a complete adaptation of the functional structure to administrative principles, a restructuring of the career paths of the House's employees, and internal organization to enable the holding of a Public Competition to meet emerging demands," Iran added.
All these issues are being debated by Iran Barbosa with other council members, but the population cannot be excluded from the discussion. “Our candidacy is based on a political platform for the Aracaju City Council. We don't want to just discuss names that should occupy our ticket, but to debate concrete proposals that will make the City Council a space that truly belongs to the people of Aracaju. And we want to discuss this with society, which should have a leading role in defining the direction of our city,” he argues.
