Investigations ordered by Mayor Jardel Sebba also found that dentists Thais Fayad and Lina Guilardi only fulfilled half of the legally required working hours throughout 2012. These irregularities were known to former mayor Velomar Rios (PMDB).
Maria do Carmo was appointed by the city hall in April 1996 and worked in three municipal health units. She took leave more than five years ago, but continued to receive a salary from the previous administration. Her salary was R$ 3.751,99. On January 21 of this year, the cardiologist was forced to return to work at the Irmã Yolanda health center in the Castelo Branco neighborhood.

Thais Fayad, a dental surgeon, made an agreement with former secretary Anwar Safatle to replace the 40 monthly working hours—stipulated in the city hall's bylaws—with 10 hours in just one week of the month. This agreement violated the law. Thais served in the administration between January and December 2012, when she requested leave for personal reasons. Thais is the daughter of former secretary Nelson Fayad, who served in Adib Elias's administration.
Dentist Lina Guilardi, who lives in Recife, also worked for almost a year in Catalão under a condensed work schedule. The 40 monthly hours were fulfilled in just one week per month. The situation of the employee, who is currently on vacation, will be resolved in March. She will have to choose between fulfilling the conventional work schedule, requesting resignation, or taking a leave of absence.
The municipal health secretary stated that he will hand over documents to the Public Prosecutor's Office so that appropriate measures can be taken. He says that former mayor Velomar was aware of the changes authorized by Anwar Safatle, which went against the law.
