Traipu declares a state of emergency and abnormality.
The decision, which will last 90 days, was made by the current mayor of the municipality, Erasmo Dias (PRTB), who is occupying the position in place of the incumbent who was removed earlier this month following a decision by the Court of Justice of Alagoas (TJ/AL); according to the decree, among the administrative problems identified is the loss of several documents.
Alagoas247 - The mayor of the Alagoas municipality of Traipu, Erasmo Araújo Dias (PRTB), decreed a state of emergency and abnormality in the city for 90 days, given the state of administrative abnormality he said he found when he took office at the beginning of this month of May. According to a decree published in the Official Gazette this Tuesday (12), several irregularities that have been hindering the continuity of public services were found within the municipal administration.
According to the decree, among the problems identified is the loss of several documents, such as contracts, administrative processes, bidding procedures, legislation, and others related to the payment for goods and services acquired. Furthermore, the previous administration allegedly left the municipality's finances in a state of non-compliance with its obligations, given that the administration has received numerous demands for payment from suppliers.
The state of neglect at the city hall headquarters and in several municipal departments was also considered in the decree. In these locations, numerous documents were found scattered on the floor and trash everywhere, making a healthy and dignified work environment impossible for employees, as well as hindering service to the public.
Given the emergency and abnormal situation, the municipality has waived bidding processes and contracts for the acquisition of goods and services necessary for administrative activities. The municipality is also authorized to suspend the execution of administrative contracts and bidding procedures that are clearly in violation of the law, by means of an order from each department.
The decree also mandates that all secretaries conduct a survey regarding the existence of documents, processes, or contracts related to the acquisition of goods and/or services, as well as prepare a detailed report on the current state of their secretariats' headquarters.
The report must be submitted to the mayor by May 15th so that appropriate administrative and/or judicial measures can be taken to resolve any potential problems. The decree will be in effect for 90 days and may be revoked.
