TCU demands R$ 6,1 million from the NGO Viva Rio.

One of the most talked-about NGOs in the country, created by sociologist Rubem Cesar Fernandes and with a significant role in the fight for disarmament, is suspected of misappropriating funds from the Second Time program of the Ministry of Sports.

247 - The NGO Viva Rio has just become deeply involved in the multi-million dollar scandal surrounding agreements with the Ministry of Sports. The Federal Court of Accounts is demanding explanations from the organization for no less than R$ 6,1 million in funds, in case number 015.327/2008/2, which has been running in the court since 2005 but has only now come to light.

With funds from the Segundo Tempo project – the epicenter of the scandal, the division of the Ministry of Sports from which the funds to fuel the entire scheme of NGOs linked to the PCdoB and friends came – Viva Rio received public money to build 250 sports centers, capable of serving 50 children. Despite keeping all the money, Viva Rio only managed to account for two-thirds of its goal. Two months before the deadline for submitting accounts, Viva Rio presented accounting justifications for 34 children. Overnight, it jumped to 50.546. Without proof. The TCU (Brazilian Federal Court of Accounts) shows: "The lack of capacity to manage the agreement can be attested by means of invoices for administrative assistance."

The Federal Court of Accounts wants to know where the difference equivalent to R$ 6,1 million in funds went.

The Brazilian Federal Court of Accounts (TCU) has requested explanations from managers Rafael Aguiar Barbosa and Julio Cesar Soares da Silva, from the Ministry of Sports, regarding the agreement with Viva Rio. The court imposed a fine on manager Luciana Homrich for releasing portions of the funds despite the NGO's failure to provide an accounting of the funds.

Two months before the deadline, Viva Rio submitted a report covering 34 children. Overnight, that number jumped to 50.546. Without supporting documentation.
