"Given the repeated disclosures regarding an agreement signed between this Municipal Administration and the company Foz Saneatins, aimed at conducting a study on the Property Valuation Plan of Palmas, we request that, within 48 hours of receiving this communication, information be provided to this Court of Auditors, sending, for this purpose, a copy of all documentation pertaining to the aforementioned agreement," says Official Letter No. 008/2014 from substitute auditor Marcio Aluizio Moreira Gomes. Judge Flávia Afini Bovo, from the 4th Court of Public Finance and Records, was more lenient with the city government. In her decision to overturn the disqualification of the company Souza & Paiva from the bidding process to create the new Property Valuation Plan, the judge gave the municipality 20 days to present the agreement with Saneatins.
"If the agreement exists and should be public, why did the judge need to give the city hall 20 days to deliver this agreement? It's the end of the rule of law, on one hand a blatant illegality committed by the Executive Branch, and on the other hand the Judiciary washing its hands," stated lawyer Felipe Monnerat.

However, the actual agreement between the Municipality of Palmas and Foz Saneatins does not appear in the search results of the Official Gazette of the Municipality.
