Bahia 247 - The State Audit Court (TCE) approved without reservations the financial report of Governor Rui Costa for 2015, his first year in office. The rapporteur for the process, Councilor João Bonfim, voted for the unconditional approval of Rui's accounts.

Bonfim raised only a few concerns related to the implementation of the 2012-2015 Multi-Year Plan, drawn up by former governor Jaques Wagner (Rui's predecessor).

According to the advisor, there are few guarantees of transparency in the implementation of the plan's measures, insufficient development of indicators, and deficiencies in complying with the guidelines of the State Planning Secretariat (Seplan).

Bonfim also pointed out differences in the programs defined as priorities by the government: of the 68 priority initiatives, only 78,57% were completed, while 93,5% of the non-priority measures were implemented.

The rapporteur also questioned the lack of disclosure of employee salaries on its website, as required by the Transparency Law. Bonfim identified that only two of the 69 recommendations for the 2014 accounts were fully met, and another 24 were partially met. Bonfim said that 'the State complied with all constitutional spending limits and the debt is within limits, even in such a recessionary year (sic)'.

The report will now go to the Legislative Assembly of Bahia, where it will be voted on by the deputies.
