Solla proposes oral health as a mandatory service of the SUS (Brazilian Public Health System).

Jorge Solla (PT), from Bahia, presented Bill No. 6836/17 to the Chamber of Deputies, proposing to include access to oral health services as a right within the SUS (Brazilian Unified Health System); "In 2003, the Lula government launched the 'Brasil Sorridente' (Smiling Brazil) Program, within the National Health Plan, which included a series of guidelines and measures that effectively guaranteed the implementation of actions and services that today comprise the SUS. What was a successful government policy, from the Lula and Dilma governments, now needs to be enshrined in law so that it becomes a right, a state policy, and serves as a bulwark to prevent regressions," said Solla.

Bahia 247 - Jorge Solla (PT), from Bahia, presented Bill No. 6836/17 to the Chamber of Deputies, proposing to include access to oral health services as a right within the Unified Health System (SUS). The bill gives oral health the status of an 'effective public policy of the State', with the due promotion of universal access.

"In 2003, the Lula government launched the Smiling Brazil Program, within the National Health Plan, which included a series of guidelines and measures that effectively guaranteed the implementation of actions and services that today comprise the SUS (Unified Health System). What was a successful government policy, from the Lula and Dilma governments, now needs to be enshrined in law so that it becomes a right, a state policy, and serves as a bulwark to prevent regressions," Solla argued.

The text establishes that oral health services should be part of "all health care networks, at various levels of complexity, in order to guarantee comprehensive health care."

The proposal regulates everything from the mandatory addition of fluoride to public water supplies as a measure to prevent tooth decay, to funding for the development of dental science and technology.
