Rui discusses consortia with 29 mayors from Bahia.

Bahia 247 - Governor Rui Costa met this Friday (8) with mayors from 29 municipalities in Bahia, in Belo Campo, a city in the Vitória da Conquista region, where he is promoting a discussion on the importance of interfederative consortia in the areas of health and infrastructure.

"Today's meeting is to discuss something I consider a priority. Consortia are management spaces that bring municipalities together to implement public policies that each municipality alone could not do. We will talk about two consortia specifically, one for health and one for infrastructure," said Rui.

In the case of the Intermunicipal Health Consortia, Rui stated that it is a bold initiative, as it adds an expense that the State does not currently have. "In this model, the investment is 100% from the State, and of the operating costs, 60% is shared among the municipalities and 40% is also assumed by the State."

Rui stated that the model prioritizes the construction of facilities that serve areas with an average population of 500. "There's no point in building a large facility for a municipality that won't have the capacity to maintain its operation. With the consortium, we guarantee sustainability and long-term viability for these facilities."

The governor advocated for the formation of three health consortia in the regions of Vitória da Conquista, Itapetinga, Ilhéus, and Itabuna, where more than 1,7 million people from Bahia live.

"For the creation of each consortium, it is first necessary to pass a law in each municipal chamber authorizing the municipalities to join the consortium. The next step is the signing of the letter of intent. Then, the bylaws are created, formalized, and a CNPJ (Brazilian tax ID) is generated. The bylaws are standardized for all consortia, so it is an inter-federative consortium, in which the State also participates."

The governor emphasized that health consortia are part of the government program. "In 2015, when I took office, we announced and encouraged municipalities to form consortia, and I said I would prioritize those that formed first to carry out the actions. And now we are going to inaugurate the first four polyclinics, in Teixeira de Freitas, Jequié, Guanambi, and Irecê."

According to Rui, "the presentation of the consortia in Belo Campo seeks to accelerate this process, as well as in the Ilhéus and Itabuna regions, to reach densely populated areas. In five other regions, we have already started the construction of the polyclinic. We already have four more consortia formed and we are finishing formalizing them this November."
