Renan wants technical appointments and decentralization.

Alagoas247 - The candidate for governor of the state from the coalition "With the people to change Alagoas," Renan Filho (PMDB), concluded this morning the debate promoted by the Federation of Commerce of Goods, Services and Tourism of Alagoas (Fecomércio/AL), and promised that he will have a decentralized administration if he is the next governor. He guaranteed that the areas of education, health, security, planning and finance (Treasury) will have technical managers and that he intends to decentralize actions to boost tourism in the state. The debate took place in the auditorium of the National Service of Commercial Learning (Senac), in Maceió.

The five questions were drawn at random from a pool of 25 prepared by the Fecomércio Institute for Research and Development (Ifepd). The remaining questions were asked by the audience present at the debate.

Following the schedule of questions prepared by Fecomércio, the candidate was questioned about strategies to recover and strengthen family farming, given that the state government's capacity to produce food has been declining over the decades. According to Renan Filho, Alagoas has lost its productive capacity with the advance of sugarcane cultivation and the lack of necessary infrastructure. To produce, he said, water, technical assistance, and access to credit are needed. "We will bring the policies of the state and federal governments closer together. Alagoas cannot miss the train of history. It is necessary to universalize cisterns that guarantee family water production, both for consumption and for production," he commented. Renan also expressed concern about the use of water from the Sertão Canal.

Asked about economic development and the state's capacity to increase employment and income, the PMDB member said that Alagoas has done very little in generating jobs. "Brazil has generated jobs in all states, but from 2007 until today, Alagoas has not progressed and has fewer formal jobs this year than in 2007. In other words, it's the state that has seen the most unemployment among workers with formal contracts in the last eight years. Therefore, I intend to bring small industries to generate jobs, and it's necessary to rethink the tax substitution system," he assessed.

Renan revealed that administrative reform would be necessary and stressed that two factors would be fundamental to the administration: planning and management. "However, first, we must listen to the people," he believes. "What we see currently is the construction of public works that makes state education unfeasible. The government has been centralizing responsibilities. And this is seen in bidding processes for different works, carried out in the same department or agency. The government continues to perpetuate poverty here. Autonomy is needed in the departments, especially the essential ones: health, education, and security," he concludes.

Regarding culture and tourism, the PMDB candidate promised to create strategies to strengthen both areas and improve the lives of citizens. When asked how Alagoas could be included in the route of major events with the intention of generating employment and income, he believes it is necessary to "build large tourist hubs, such as the Penedo convention center, and proceed with the duplication of the AL-101 North highway," which, according to him, is a new driver of growth for the hotel sector and the real estate market.

Complaints related to open sewers on beaches and lagoons were also highlighted during the hearing. Renan Filho stressed that this was a recurring problem and that partnerships were necessary to solve it. "When I was mayor, I provided sanitation for 70% of Murici, and as a congressman, I secured resources for Alagoas. Alagoas received R$ 100 million in federal funds for sanitation alone, but nothing was done. Three priorities are necessary: ​​ethics, transparency, and closeness to the people," he pointed out.

Questions from the public

The audience also asked the candidate questions. One of them questioned the proposal to decentralize management, one of the goals of the PMDB government. Renan Filho clarified that the current revenue collection model adopted by the government is efficient because the state is poor. "However, we have to encourage startups and small businesses, treating them equally with other states in the Northeast," he replied. He added that, if he is the next governor, the managers of education, health, security, planning, and finance will be appointed based on technical merit. "We will not negotiate appointments politically," he guaranteed. "In several departments, there is no political and administrative capacity for management," the candidate concluded.

He also had to present solutions for socio-educational measures in Alagoas. According to the candidate, R$ 15 million in resources were returned to the federal government for the renovation of the units. "It was the state that returned the most resources to the Union. It will be necessary to know how to use the federal government's funds properly," he emphasized.

Regarding security, Renan mentioned that in Alagoas, only one out of every 100 homicides is solved, and highlighted his intention to prioritize education in his government. "Alagoas currently has a 32% illiteracy rate overall," he stated. "I don't want people to see me only as governor, but as someone who can solve social problems. Our state has long-standing problems in education, health, and security. We will always be open to suggestions. The people don't want to know about the future, but about the present, the now," he concluded.

Fecomércio held the draw last Wednesday (9), and invitations were sent by letter to the nine candidates. Of that total, six representatives of the candidates attended the draw. Benedito de Lira (PP) informed that he could not participate in the debate.
