The announcement was made by the mayor of the Pernambuco capital, Geraldo Júlio (PSB), who informed that the monitoring cycle will begin in April, as the 22 secretaries will have until March to structure their departments for the implementation of the policy for monitoring the works. The objective is to encourage popular participation in municipal management.

The main advantage of this measure is that the population of Recife will be able to follow the progress of the works in the capital. "We will conduct a survey of the ongoing projects and incorporate this into our government program, setting and agreeing on the goals by the end of March," added Geraldo Júlio.

At a meeting held yesterday (6), in Boa Viagem, South Zone of Recife, the mayor met with the 22 secretaries to discuss goals that will be followed by the city hall. Another topic on the agenda was the elimination of 630 commissioned positions, which will lead to savings of almost R$ 1 million for public coffers.

“This affects the structure of all the departments. We are issuing guidelines to detail this process well,” declared the city's Secretary of Planning and Management, Alexandre Rebêlo. “The idea is that by January 31st this government formation activity will be completed so that we can publish the decrees,” he added.

On the other hand, Geraldo Júlio will create 300 management analyst positions with an estimated salary of R$ 2,8, which, including potential bonuses, should generate a cost of around R$ 1,5 million. In other words, the mayor's objective is to save on spending on appointed positions (almost seven thousand currently) and increase the cost of monitoring his administration.

Next month, there will be a pact-making meeting to ensure the goals are met. "In February, we will review the status of some projects and detail this information for the pact-making meeting," added Geraldo Julio.

Regarding this meeting, each secretary will present their goals for 2013, considering ongoing projects, the government plan, and the available budget. After this process, the mayor will analyze each department and list the projects to finalize the set of priorities.
