PSOL tries to block salary increase in BH.
Lawyer Luciano Portilho Mattos, representing the PSOL party, filed a request for an injunction in the 3rd Municipal Public Treasury Court of Belo Horizonte to block the salary increase granted to public officials in the capital on December 31st. According to the lawyer, the increases were much higher than the 2016 IPCA (Broad Consumer Price Index) – which accumulated 5,97% from January to November; the December index has not yet been released by IBGE (Brazilian Institute of Geography and Statistics); the IPCA measures the country's official inflation rate; the readjustment for the top-level city officials reached 25,86%, and for parliamentarians, 9,8%.
Mines 247 - Lawyer Luciano Portilho Mattos, representing Psol, filed, this Monday (9), the request for an injunction in the 3rd Municipal Public Treasury Court of Belo Horizonte to block the increase granted to public agents of the capital on December 31st. If the State Court grants the injunction, filed through a popular action, the salaries of councilors, the mayor, municipal secretaries and some public servants of the Executive Branch of the Municipality should return to the values of last year.
"It is concluded, therefore, that it is prohibited to grant, in the period between six months before the election and the date of the inauguration of those elected, any readjustment to public servants in a percentage higher than the inflation rate of the election year," Mattos argues in the document.
With the new legislation, the mayor's salary in the capital increased from R$ 24,7 to R$ 31,1. The deputy mayor and secretaries, who earned R$ 16,5, now receive R$ 20,8.
The deputy secretaries and specialized technical consultants, who previously received R$ 13,5, now have a salary of R$ 17,1. Special advisors received an increase of R$ 3, rising from R$ 11,5 to R$ 14,5.
According to the lawyer, Municipal Law 11.016/16, which readjusted salaries in Belo Horizonte, used percentages far exceeding the Broad Consumer Price Index (IPCA) for 2016 – which accumulated to 5,97% from January to November. The December index has not yet been released by the Brazilian Institute of Geography and Statistics (IBGE). The IPCA measures the country's official inflation rate. The readjustment for the top-level city officials reached 25,86%, and for city council members, 9,8%.
