247 – The PSDB is the leader in hiring public employees without competitive examinations, according to a survey conducted by IBGE and published by the newspaper. The State of São PauloOf the 105,5 non-civil service employees working in the states, 37,6 are hired by the eight governors from the PSDB party. In the ranking, the PT party, with four governors, has 23 positions, and the PMDB party, also with four, has 21,6, occupying second and third place on the list.

If the number of positions per 100 inhabitants in each state is considered, the PT (Workers' Party) becomes the leader, while the PSDB (Brazilian Social Democracy Party) falls to fifth place. "In the so-called direct administration alone, which excludes commissioned positions in state-owned companies, the number of employees subordinate to the governors' offices or state secretariats without public competition reaches 74.740, enough to occupy 98% of the largest stadium in Brazil," the report points out, referring to the Maracanã in Rio.

In the states, the proportion of non-civil service employees working in appointed positions in the so-called direct administration is 2,8%. In the federal government, the total for this category is 0,7%. In the indirect administration of state governments, there are an additional 30.809 appointed employees who did not take a competitive examination. This category includes employees of autonomous agencies, foundations, and public companies, according to the methodology of the Basic State Information Survey.
