Project proposes "Goals Program" for Recife
A proposal by councilwoman Priscila Krause establishes that candidates for mayor of the Pernambuco capital must present a document with more concrete goals for their likely future administration. This type of action is already in effect in 25 important Brazilian municipalities.
Raphael Coutinho _PE247 – On Tuesday (27), the draft amendment to the Organic Law, authored by councilwoman Priscila Krause (DEM), which establishes the creation of the "Goals Program" within the municipal administration, returned to the House's Legislation and Justice Committee. The proposal, which has been under consideration in the Chamber since February 2009, was removed from the agenda after the presentation of a "plenary amendment" suggested by the government leader, councilman Luiz Eustáquio (PT). The project has a direct impact on the October election, when candidates will need to present more realistic proposals to the electorate.
"We will now evaluate this amendment in plenary session, but I believe that the Chamber will realize that this matter is consistent with the reality of a more modern administration and, therefore, we should expedite the process. I believe that the mayor elected in October, regardless of party affiliation, will already have to comply with this amendment to the Organic Law. It will be an advance, a modernization of Recife's politics," commented Priscila.
This type of action is already in effect in 25 Brazilian municipalities, including São Paulo, Rio de Janeiro, and Belo Horizonte. In practice, with the "Goals Program," the elected official must present a document with concrete goals for their administration within 90 days of taking office. The points raised in the document must be linked to the campaign proposals presented during the election period. Furthermore, every six months, the municipal administration is required to publish a progress report on the goals through the Official Gazette and the web.
"This is a way that allows society to more effectively monitor the execution of the City Hall's work. The City Hall will present concrete data on its goals, and the population will be able to act as a 24-hour watchdog," added the councilwoman.
