Prosecutor: Emergency decrees are unjustifiable.

The opinion of the Public Prosecutor's Office of Accounts of Piauí was unanimously approved, recommending the immediate non-recognition of the emergency decrees and ordering municipal managers to refrain from waiving bidding processes based on these decrees, which are considered invalid due to the lack of proper justification. Piauí Today - On Thursday, the 26th, the opinion of the Public Prosecutor's Office of Accounts of Piauí was unanimously approved, recommending the immediate non-recognition of the emergency decrees and the determination that the municipal managers refrain from waiving bidding processes based on the emergency decrees, which are considered invalid due to the lack of proper justification for the act.

Prosecutor Plínio Valente read the report of inspections in the first 15 municipalities that declared a state of emergency due to irregularities in the city halls they inherited from their predecessors.

The report points out that there is no justification for the decrees because they are generic and trivalent. He said that initially there would be 15, but now all municipalities that have declared a state of emergency will be inspected.

"Spending on carnival festivities, million-dollar contracts with artists. Precisely because if they (municipalities) are in a state of emergency or calamity, it would be contradictory. But we have to look at that on a case-by-case basis. An audit was conducted in 15 municipalities, and in all the audits, a real state of emergency was not found, but rather a case of emergency, which are different things. The court today no longer recognizes the validity of these 15, so there will be a new wave of expressions. And then, yes, we will be able to pronounce on whether it is valid or not," said prosecutor Plínio Valente.

Councilor Kennedy Barros said that any manager who thinks about deceiving the Court of Auditors will think twice, and suggested that the Court of Auditors audit all municipalities that have declared a state of emergency.

The municipalities that declared a state of emergency were inspected, and where there is no reason for the decree are: Caraúbas, Miguel Alves, Cocal dos Alves, Parnaíba, Piripiri, Flores do Piauí, Santa Luz, Palmeira do Piauí, Manoel Emídio, Gilbués, Colônia do Piauí, Nazaré do Piauí, São Gonçalo do Piauí, São Francisco do Piauí, and São Pedro do Piauí.
