The congressman from Bahia recalled that the government issued Provisional Measure (MP) 651 in July 2014 to make the payroll tax exemption permanent for 56 sectors of the economy, and then reversed course.
"Three months before the election, President Dilma's discourse was that Brazil was doing very well, that the government could forgo revenue because public accounts were completely in order. In the PT's propaganda, Brazil was living in a bed of roses, in a clear blue sky. All this in July of last year, three months before the election. After the election, the government changed its mind," said Arthur.
For him, the measure was politically motivated. "It's obvious that the president knew she was acting irresponsibly and that she was taking actions solely with an electoral bias. For Dilma, what mattered, in the end, was guaranteeing her re-election. And now it's the Brazilian people who pay the price, since the tax increase with the reintroduction of payroll taxes will mean more unemployment."
In protesting against the reduction of tax breaks, the parliamentarian accused the government of "fraud." "As tax breaks are granted, companies plan their actions in the long term and, as a result, hire more employees because there is an expectation of new investments. At that time, many companies believed that this was a serious and responsible economic policy and, therefore, expanded their plants, created new units, and took out new loans. The Brazilian people trusted in that discourse that Brazil was in a virtuous cycle of growth. But we were deceived. All of that was a fraud against the people."
