The Secretariat of Management and Planning (Segplan), headed by Leonardo Vilela, submitted this week the state's budget proposal for 2015 to the Secretariat of the Civil House; the General State Budget for 2015 foresees total revenues of R$ 23,519 billion, representing a growth of 5,95% compared to the 2014 figure of R$ 22,198 billion; with constitutionally mandated expenses, the Executive Branch will allocate R$ 6,115 billion, of which R$ 1,839 billion will go to Health, R$ 3,833 billion to Education, R$ 395 million to Science and Technology, and R$ 47,5 million to Culture.

The General State Budget for next year forecasts total revenues of R$ 23,519 billion, representing a 5,95% increase compared to the 2014 figure of R$ 22,198 billion.
The total value of the State Budget for next year is distributed as follows: Fiscal Budget, which is R$ 19,356 billion; Social Security, R$ 3,362 billion; and business investments, of R$ 800,026 million.
Considering the estimated revenue of the State Treasury, tax revenue will increase by 16,72%, reaching R$ 16,503 billion, with the projected ICMS (Value Added Tax) collection being R$ 14,233 billion, representing a 15,67% increase compared to 2014. This increase in ICMS collection will be achieved through increased tax collection efforts.
Another significant increase concerns the Vehicle Property Tax (IPVA), with a rise of 23,57% over 2014 and an estimated amount of R$ 1,043 billion. The Inheritance and Donation Tax (ITCD) will see a 26,82% increase compared to the previous year, reaching R$ 210,103 million.
Current transfers increased by 10,93% compared to 2014, reaching R$ 4,554 billion. The State Treasury's revenue also includes grants estimated at R$ 502,4 million; credit operations of R$ 1,5 billion; and the sale of real estate, amounting to R$ 249 million.
From the gross revenue of the State Treasury, an amount of R$ 6,9 billion will still be deducted, destined for the formation of the Basic Education Development and Teacher Appreciation Fund (Fundeb) and for constitutional transfers to municipalities.
Of the Treasury's projected revenue (R$ 16,8 billion), R$ 10,861 billion will be allocated to payroll expenses, an increase of 12,41% compared to 2014. This amount includes the base salary adjustment, the natural growth of the payroll, and career and salary plans for different categories of state employees.
With constitutionally mandated expenditures, the Executive Branch will allocate a total of R$ 6,115 billion, of which R$ 1,839 billion will go to Health, R$ 3,833 billion to Education, R$ 395 million to Science and Technology, and R$ 47,5 million to Culture.
PAI
The programs and actions of the Integrated Development Action Plan (PAI) are included and will be prioritized in the 2015 Annual Budget Law (LOA). R$ 3,692 billion has been allocated for the execution of these programs, of which the largest amount (R$ 1,510 billion, equivalent to 40,90% of the total) will be allocated to the social area, and R$ 1,436 billion will go to infrastructure. This PAI portfolio includes seven areas: Social PAI, Economic PAI, Infrastructure PAI, Management PAI, Regional Development PAI, Institutional PAI, and Communication PAI. These programs and actions are duly identified with a priority seal in the 2015 budget proposal, which guarantees speed and prioritization in their execution.
In the detailed budget proposal, the largest amounts were allocated to Education (R$ 3,68 billion); the Treasury (R$ 2,60 billion), including financial charges (debts and special charges); Health (R$ 2,02 billion); and Goiasprev (R$ 2 billion).
