Sergipe 247, with Alese Agency - The bill concerning the guidelines for drafting the State Budget Law for the fiscal year 2014 was voted on in its second reading during the session on Thursday, the 27th. Bill 65/2013, submitted by the Executive Branch, had already been approved in its first reading during the session on May 14th. Now, the Budget Guidelines Law (LDO) must return to the plenary for its third reading this Monday (July 1st). This Thursday's vote contrasts with the opposition's decision to block the Legislative Assembly's agenda until the State Government submits the bill that adjusts the salaries of state employees.
The LDO (Budget Guidelines Law) is the draft law that presents the priorities and goals of the state public administration, the organization and structure of the budgets and the rules for their amendments, provisions on modifications to tax legislation and those relating to personnel expenses, charges and other current expenses, among others.
Based on the 2012/2015 Multi-Year Plan, among the priorities listed for the 2014 fiscal year are the Growth Acceleration Program (PAC) in Sergipe; the Sergipe Mais Justo Plan, which aims to eradicate extreme poverty; emergency interventions to minimize the effects of long periods of drought; in addition to the programs for improving the Unified Health System (SUS), basic education, vocational education, and Sergipe Mais Seguro.
The deputy leader of the opposition bloc in the Legislative Assembly, state deputy Augusto Bezerra (DEM), said this Thursday (27), that he spoke by telephone with deputy Venâncio Fonseca (PP), who had proposed blocking the voting agenda until the State government presents the percentage of salary readjustment for state public servants. "They stated that the government has already spoken with the teachers, but that it will still speak with other groups. That meetings are already scheduled. The government is not expected to send any further salary adjustments this semester, which is already ending. The Democrat said there has been no backing down on the position, but since the government made an agreement with the teachers, he wants a deadline to try to negotiate with the other public employees."
