"No mayor will be left without a federal program."

The statement comes from the Minister of Institutional Relations, Ideli Salvatti, who is holding the first State Meeting of Mayors in Sergipe, with the objective of guiding municipal managers on Federal Government programs; "Many times, mayors cannot access the resources, or if they do, they cannot execute the agreement and the work. Valter Lima, from Sergipe 247 – The Minister of Institutional Relations, Ideli Salvatti, stated this Tuesday morning (26), in Sergipe, where the Federal Government is holding the first edition of the State Meeting of Mayors, that “no mayor will be left without having federal programs in execution in their municipality”. “It is impossible to be without federal resources, given the range of areas, to execute projects,” she stressed. According to her, in the Growth Acceleration Program (PAC) alone, there are more than $$ 32 billion available to governments.

She said that the Government will conduct a kind of “active search” for mayors, to strengthen relationships, support and advise the municipalities so that federal resources can reach them. “It is very important that this works, because the resources exist, they are available. Many times, mayors, due to lack of guidance or technical staff or correct information, cannot access the resources, or if they do access them, they cannot execute the agreement and the work. In the eradication of poverty, the active search was launched, where public bodies have to go to meet the people and help them. And this also applies to mayors. We will go after everyone,” she stated.

This is the central theme of the series of meetings, which began this Tuesday in Sergipe and will travel to all states in the country. Technicians from all ministries are participating in the event to guide and train municipal managers on federal programs, in assembling qualified teams to develop projects and thus receive federal resources and works. More than 60 mayors – out of a total of 75 – participated in the meeting.

Change of attitude

Governor Marcelo Déda (PT) stated that, in the last 10 years, mayors have received appropriate treatment from the Federal Government. “I remember a time when mayors were greeted in Brasília with batons, tear gas, and police dogs, simply for claiming their rights. At the time, this was considered subversion. Today, mayors are received annually by President Dilma in a large forum, and now, even more than that, the central government leaves Brasília to come to the states, through the minister in charge of the function, to dialogue directly with the mayors,” he emphasized.

Déda also spoke of his concern about the drought problem. Sergipe currently has 24 municipalities in a state of emergency – and this number is expected to reach 30 by the end of this month. “We need the support of the Federal Government to face this situation, which threatens the dynamics of the rural economy that, in Sergipe, has achieved unprecedented progress in recent years. Losses in agricultural production and, above all, in the herds of our dairy basin could disrupt production chains, generating unemployment and a sharp drop in income in the semi-arid region of Sergipe,” he warned.

Bureaucracy

Speaking on behalf of the mayors present, the mayor of Aracaju, João Alves Filho (DEM), said that in the last 40 years there has not been a presidential gesture so focused on the actions of municipalities. “This pursuit of improving the actions of municipal administrations is extremely important, so that the ultimate goal of the programs developed is not lost in bureaucracy. This is a planned and coherent action by the Federal Government in relation to Brazilian municipalities, with the preponderant role of Minister Ideli Salvatti, who, for me, is a reference in republican conduct, always attending to everyone in the best way and without distinction of party or regional origin,” the mayor emphasized.

This first Meeting of Mayors kicks off a series of training sessions in all states to guide new mayors on public policies, credit lines, and the objectives of various Federal Government programs. The program will be dynamic throughout the day with specific approaches to social issues and programs, health, education, infrastructure, basic sanitation, housing, and public policies aimed at modernizing public management.
