Northeast gains Subcommittee for Drought Preparedness

The president of the Senate Infrastructure Committee (CI), Senator Fernando Collor (PTB-AL), announced the installation, this Wednesday (2), of the Permanent Subcommittee on Drought Preparedness Works. The objective is to promote the permanent discussion of preventive actions and propose public policies that benefit the population of the semi-arid Northeast. The Subcommittee will be chaired by Senator José Pimentel (PT-CE), leader of the government in the National Congress, with Eduardo Amorim (PSC) from Sergipe as vice-president. Senator Collor highlighted that almost half of the municipalities in Alagoas are still under a state of emergency decree, and said that “the governor of Alagoas, so far, has not lifted a finger” to anticipate actions that could minimize the suffering of the people of the Sertão.

Alagoas247 - On Wednesday (2), the Senate Infrastructure Committee (CI) installed the Permanent Subcommittee on Drought Preparedness Works, proposed by Senator Fernando Collor (PTB –AL), with the objective of promoting the permanent discussion of preventive actions and proposing public policies capable of providing the necessary conditions for the execution of works that allow the population of the Brazilian semi-arid region to face long droughts, without the catastrophic losses that affect the economic development of the Northeast during the dry season.

The communication was made in plenary by Senator Collor, president of the CI. He spoke about the situation faced by the Northeast, with the worst drought in recent decades, highlighting that almost half of the municipalities in Alagoas, located in the Agreste and Sertão regions, are still under a state of emergency due to the past drought, and said that "the governor of Alagoas, so far, has not lifted a finger" to anticipate actions that could minimize the suffering of the people of the Sertão region. 

"At predictions "These indicators suggest a drought worse than the last one we faced. Preparing preventative actions is essential. We need to talk to the mayors and communities and establish, in advance, a minimum action plan. Above all, the state government needs to act quickly at this time to avoid a repeat of what happened recently, when the state received emergency funds and kept them shelved for seven months, only taking action when the press denounced the governor's leniency," said Collor, speaking from the Senate floor.

According to him, with the establishment of the Permanent Subcommittee on Drought Preparedness Works, the CI is taking the first step in seeking alternatives and solutions that can alleviate the drama of drought in the Northeast, enabling the monitoring of infrastructure works to improve the population's ability to cope with droughts.

Collor reported that the Commission has already requested that the Ministry of National Integration and its agencies, the National Department for Combating Drought (DNOCS), and Sudene send suggestions, studies, and proposals for preventive actions that can be debated and decided upon in the Drought Subcommittee, especially regarding infrastructure projects related to the drought problem in the Northeast. The same request also applies to state and municipal agencies, civil defense entities, and parliamentarians from the states affected by the drought.

The Drought Subcommittee is composed of Senators José Pimentel, Wellington Dias, Clésio Andrade, Flexa Ribeiro, and Eduardo Amorim, with Senators Inácio Arruda, Ciro Nogueira, Vital do Rego, Osvaldo Sobrinho, and Fernando Collor as alternates. Senator José Pimentel, from the Northeast region of Brazil (Ceará state) and leader of the government in the National Congress, was elected by acclamation to preside over it, with Eduardo Amorim from Sergipe as vice-president. It will meet on Thursdays at 9:30 AM, starting on the 10th of next month.
