Alagoas247 - The Union of Municipal Guards of Alagoas (Sindguarda) celebrated, this Thursday (17), the approval, in the Federal Senate, of the text that creates the General Statute of Municipal Guards. According to the category, from now on, the approximately 50 cities in the State that have the body will have a period of two years to adapt to the changes, which includes holding a public competition for entry into the career and the use of firearms on duty.

According to the union president, Cleif Ricardo, many cities in Alagoas have municipal guards hired without going through any selection process. This is the case in Teotônio Vilela and Junqueiro. With the Senate's approval, the expectation is that this scenario will change.

"We have about 50 cities with municipal guards, many of which have never held a public competition. Now they will have to. The text approved in the Senate now requires, among other things, that the competitions demand from candidates a minimum education level of high school. In competitions already held in the State, this requirement was only elementary school level," Cleif highlighted.

Regarding the use of firearms on duty, the union president emphasizes that it was a long-standing desire of the category, given the risks to which workers in the area are frequently exposed. "This was one of the category's greatest aspirations. Municipal guards not only can but should use firearms," ​​affirms the representative of the municipal guards of Alagoas.

Among the other points established by the text approved in the Senate and highlighted by Sindguarda are the creation of a single career path and the requirement that the command of municipal guards must be carried out by a professional in the field.

"We will now have our own command, headed by a career municipal guard. Today, this position is held by people trusted by the mayors. It is a commissioned position. This project has been under consideration in the National Congress for years, and yesterday we saw the realization of this dream for the category. It regulates the practice of the profession, defining a standardization for municipal guards throughout Brazil," Cleif highlighted.

The Project

The project that creates the General Statute of Municipal Guards was approved this Wednesday (16) by the Plenary of the Federal Senate. With the approval of the text (PLC 39/2014 – Complementary), by deputy Arnaldo Faria de Sá (PTB-SP), a series of criteria for the exercise of the profession are established.

Municipal guards will now have police powers with the responsibility of protecting both property and life. Furthermore, they must use standardized uniforms and equipment, and their hierarchical structure cannot have the same name as the military forces.
