Tocantins 247 - The Public Prosecutor's Office (MP-TO) issued a Recommendation to the State Secretary of Citizenship and Justice, Gleidy Braga, for all preventive and corrective measures to be taken in order to guarantee the continuity of services and avoid the subversion of order and security at the Palmas Provisional Prison (CPP). The prison unit is currently managed by the company Umanizzare, whose contract will be terminated this Thursday (31), as a result of a court decision. The MPE Recommendation was proposed by Public Prosecutor Alzemiro Wilson Peres Freitas, who works in the area of penal execution in Palmas.

In addition to recommending the adoption of measures aimed at maintaining order in the prison unit, the Public Prosecutor also requested that the head of the Secretariat of Citizenship and Justice inform him of the procedures adopted by the State regarding the operation of the Palmas Penitentiary, which will no longer be managed by Umanizzare.

The public prosecutor also requested information regarding the termination of the contract, since the company Umanizzare is obligated to deliver the prison unit in perfect working order with regard to infrastructure and equipment, as well as the provision of ongoing services. In case of non-compliance, the company is subject to administrative, civil, and criminal liability.

Termination of contract

The termination of the contract between the State of Tocantins and Umanizzare stems from a court decision that granted a request from the Public Prosecutor's Office. In a Public Civil Action filed in March of this year, the Public Prosecutor's Office alleged that the company assumed a responsibility exclusive to the State, regarding the armed security service provided at the Palmas Penitentiary and also at the Barra da Grota Penal Treatment Unit. The Public Prosecutor's Office also pointed out that Umanizzare was hired without a bidding process and that it received exorbitant amounts.

A lower court ruling stipulated that the contract should be terminated on July 31st. The company and the State appealed to the Court of Justice, which issued an injunction extending the deadline to August 31st.
