Public Prosecutor's Office requests suspension of bidding processes in 7 Chambers.
The Public Prosecutor's Office wants to suspend bidding processes for accounting services in seven municipal chambers in Alagoas; the allegation is that the same accountant was working in several legislative bodies, among other suspicions of serious irregularities.

The Public Prosecutor's Office's representations were presented to the members of the Court of Auditors (TCE), and four of them have already been granted. The other requests will be analyzed by the full Court in the coming days.
In light of the investigation and suspicion of fraud, the TCE advisor, Anselmo Brito, ordered the suspension of the bidding process in the Chambers of Belém, Igaci, Estrela de Alagoas and Chã Preta. Representations against the Legislative Houses of Belo Monte, Roteiro and São José da Tapera should be analyzed in the next sessions, starting this Tuesday (12).
According to the Public Prosecutor's Office, the first irregularity detected was the violation of the principle of public competition. In the agency's understanding, the position of accountant is a permanent activity of any administrative body; that is, it is necessary that it be filled by a position within the staff of the Chambers. This filling, according to the Public Prosecutor's Office for Accounts, must occur through a public competition and evaluation of qualifications and experience.
The second illegality verified by the members of the Public Prosecutor's Office for Accounts concerns the inadequacy of the auction as a bidding modality applied to the cases. In this sense, the body states that it believes that the auction is only permitted for the contracting of common services, among which accounting services, of a predominantly technical nature, do not fall.
Another point that caught the attention of the members of the Public Prosecutor's Office was the fact that the municipal chambers of Belém, Estrela de Alagoas, Igaci, Minador do Negrão, Roteiro, Chã Preta and São José da Tapera all have the same accounting professional today, something classified by the Public Prosecutor's Office as 'unusual'.
During the investigation, the Public Prosecutor's Office also received complaints alleging that the bidding documents were being denied to other professionals interested in participating in the bidding process, and that, on the date, time, and location indicated in the bidding notices, no public hearing or bidding process was actually taking place. These complaints will also be investigated in a plenary session.
