Football MP: Pimentel believes in the approval of a consensus text.

The joint committee that will analyze the Football Provisional Measure, which creates limits for spending and refinancing of football clubs' debts, was installed today (23). The measure establishes the Program for Modernization of Management and Fiscal Responsibility of Brazilian Football (Profut). The installation meeting was coordinated by Senator José Pimentel (PT-Ce).

The government leader in Congress, Senator José Pimentel (PT/CE), coordinated the installation of the joint committee that will analyze the Football Provisional Measure this Thursday (April 23). The measure creates limits on the spending of football clubs and rules for refinancing their debts. Pimentel said he is confident in building a consensus text. "All parliamentarians have a strong commitment to this matter and we will certainly arrive at a final proposal built and approved by agreement," he said.

Pimentel emphasized, however, that the approval of the bill will require a great deal of effort from both deputies and senators. "A matter of this magnitude will demand a great deal of dialogue from our colleagues with Brazilian society, with those who work directly in this sport," he noted.

The senator recalled that the provisional measure was issued by the government after a long debate, which began in 2013, a year before the World Cup, with the launch of the Bom Senso Futebol Clube (Common Sense Football Club). The group was created by players from major Brazilian football clubs to demand better conditions for Brazilian football. “This provisional measure is part of that debate process. And Brazil, which was once the country with the best football in the world, needs to understand that our structures, our institutions, must be modified,” he emphasized.

The measure establishes the Program for Modernizing Management and Fiscal Responsibility in Brazilian Football (Profut). The Provisional Measure creates limits on club spending and rules for refinancing their debts. The renegotiation provides for discounts of up to 70% on the fine amount, depending on the case. By granting discounts and the possibility of installment payments, the measure establishes a series of obligations that must be met by the clubs, related to transparency, financial responsibility, and good management practices.

The joint committee analyzing the football bill is chaired by Senator Sérgio Petecão (PSD/AC) and has Representative Otávio Leite (PSDB/RJ) as rapporteur.
