Doctors file lawsuit against Social Organizations in Aracaju's healthcare system.

Social Organizations were created by the city hall through Bill 118/2013, approved by the city councilors, which deals with the qualification of Social Organizations and their contractual relationship with the Municipal Public Power; the bill was sent to the Aracaju City Council and approved on May 21st, without a careful evaluation by all the bodies that represent these professionals, the population, and the supervisory institutions; according to several health class entities, such as Sindimed, the population remains underserved and the employees of these organizations are subjected to precarious working conditions and without respect for the principle of equality.

Daily Newspaper - The medical community is filing a Public Civil Action (ACP) against Social Organizations (OS) in the area of ​​public health this Tuesday, the 11th, at 8 am. The executive board of the Sergipe Doctors' Union (Sindimed), along with the entity's Legal Advisory, will be filing the document, which will be approximately 60 pages long.

Also on Tuesday, Sindimed will hold a lunch meeting at 12 noon at the union headquarters. Starting at 13 pm, there will be a lecture by the deputy municipal health secretary, Petrônio Gomes, who will speak about Public Health in the State of Sergipe, from the perspective of the municipality.

The union invited the Municipal and State Health Secretariats to participate in the debate. The topic to be addressed will be the same, focusing on the state perspective. Sindimed held a debate on the OS (Social Organizations) on May 28th, inviting city councilors from the ruling party and the deputy secretary of the SMS (Municipal Health Secretariat), Petrônio Gomes, who did not attend. The debate brought together doctors, opposition city councilors, a representative from the Federal Council of Medicine, and the National Federation of Doctors (Fenomed).

According to several health industry associations, such as Sindimed, the municipal government will likely establish the contracting of privately owned companies as a solution to the problems of inadequate healthcare services through the use of Social Organizations (OS).
Besides Aracaju, there are court decisions across the country against social organizations, pointing to the inefficiency of this solution for public health. One of the main criticisms is that the population remains without assistance and the employees of these organizations are subjected to precarious working conditions and without respect for the principle of equality.

Another criticism is that the development of the OS (Social Organizations) project is taking place without discussion with the population, with public servants, and, which constitutes an illegality, without consulting the Municipal Councils. For several unions, the OS represent the outsourcing of public health services, an attempt to evade taxes, and the absence of a bidding process, which influences the provision of services.

The Public Prosecutor's Office for Health, through Ordinance 10/2013, initiated a civil inquiry to evaluate the performance of the Social Organizations (OS) in Aracaju. The justice system wants to hear from the managers, the Municipal Health Council, and the entire category of health professionals, but has already expressed disapproval of the project.
