Ceará247 - The payment of the 2015/2016 Harvest Guarantee program has benefited 167.639 farmers in 112 municipalities throughout the state of Ceará that have joined the program. The municipalities of Milagres and Ocara will be included in the January 2017 payroll. Of the 184 municipalities in Ceará, only four do not participate in the program because they do not have rural areas. These are: Eusébio, Fortaleza, Guaramiranga, and Jijoca de Jericoacoara.
After verification of the indices by the National Coordination of the Crop Guarantee program, linked to the Special Secretariat for Family Farming and Agrarian Development (Sead), 29 municipalities did not meet the technical requirements to receive the benefit.
According to the National Coordination of Garantia Safra (Crop Insurance Program), the indices that attest to crop losses of 50% or more are the reports applied by technicians from the municipalities or Ematerce (a state agricultural extension service), data from the National Institute of Meteorology (Inmet), the National Center for Monitoring and Alerts of Natural Disasters, and the IBGE (Brazilian Institute of Geography and Statistics).
“Unfortunately, these 29 municipalities did not meet any of the three indices adopted by Sead for verifying crop loss. Some other 31 municipalities may still be able to adapt and have their non-loss status reassessed. This is what happened with the municipalities of Milagres and Ocara, which will be included in the January payroll,” explained Arimateia Gonçalves, state coordinator of Garantia Safra.
