In advising President Dilma to decentralize decision-making, former President Lula expressed concern about his legacy. He cited as an example the São Francisco River Transposition project, which he prioritized during his second term and which is now stalled due to a lack of political will. Lula believes that they cannot allow the stigma to be associated with him starting a project and then stopping it.
