247 - Councilwoman Lucimara Passos (PC do B) used the Aracaju City Council (CMA) platform this Tuesday (24) to denounce the disorder in the administration of the former Municipal Urban Services Company (Emsurb) after it was dismantled. The councilwoman denounced the situation of the transport voucher cards. According to her, teenagers from the Young Apprentice program from the 2012 class, who were dismissed from Emsurb in 2013, had their cards recharged in March 2015. In addition, Lucimara received information that former commissioned employees also received the recharges on their cards.

"This demonstrates the mess that the administration of Aracaju is in. It's unthinkable that Emsurb has been so dismantled that it has even lost control of the recharging of transportation vouchers; this makes us imagine how precarious the services provided are," he said.

Lucimara also highlighted the situation of the appointed officials who were dismissed on February 1st and who have not yet received their severance pay. "They are recharging the transportation vouchers of people who no longer work there and can't pay the dismissed employees, who gave their sweat and their best for many years," she said, emphasizing the strain on the workers.

Regarding this matter, the congresswoman reported that she had met with many of the former employees to hear their complaints and denunciations. "I was informed that they lost the bank account numbers of employees who had worked there for over 14 years, and they are requesting them again. It's absurd," says Lucimara.

The councilwoman demanded action from the Aracaju City Hall, reminding them that the current administration dismissed the appointed officials from Emsurb (the municipal urban services company) citing cost-cutting measures, but that in practice this is not happening. "The mess shown here leads us to believe that these savings will not be achieved due to a lack of competence and capacity on the part of the current administration," she retorted.

Still speaking from the podium, councilwoman Lucimara Passos recalled that Aracaju was the first capital city in Brazil to create an urban mobility plan under the new law enacted in 2012. "Edvaldo Nogueira, the former mayor, submitted the project to this House, and the current mayor, João Alves, in 2013, requested its return. The president of the Chamber accepted the request and returned it," she commented.

According to the congresswoman, the plan was authored by Edvaldo. “The former mayor went to Brasília, accompanied by the mayor-elect João Alves, to secure infrastructure projects for mobility. The effort to visit the ministries was necessary to prevent Aracaju from losing approximately R$ 100 million,” she emphasizes. “The debate took place within the public sphere, leaving only the discussion in the Legislative branch. Currently, we are under threat. Unfortunately, we risk losing this investment and witnessing a circus of horrors. Everyone in the municipal administration is dodging responsibility, and the mayor is a master at finding someone to blame,” she stresses.

The councilwoman requested during the main session that the municipal manager clarify the government's situation. "He is responsible for the level of chaos in which the administration finds itself. Everyone wants to know why he hasn't fulfilled any of his campaign promises. Citizens have the right to understand the reason for this scenario and why things aren't working," she emphasized.
