Lasier accuses the tax office of harming municipalities.
Senator Lasier Martins (PDT-RS) described as "absurd" the normative instruction from the Federal Revenue Service, in effect since the end of 2015, which increased the debt of municipalities; according to the rule, the Income Tax withheld at source from non-salaried workers no longer goes to municipal coffers. The senator stressed that this rule exceeds the competence of the Executive Branch, violates the Constitution and goes against the understanding of the TCU (Federal Court of Accounts); according to statistics cited by Lasier Martins, the normative instruction generates an annual loss of R$ 1 billion for the municipalities.

He demanded respect for the Federal Pact and announced the presentation of a draft legislative decree to suspend the effects of Normative Instruction No. 1.599/2015, issued by the Federal Revenue Service. The senator asked for the support of his colleagues to suspend the Revenue Service regulation.
According to statistics cited by Lasier Martins, the normative instruction generates an annual loss of R$ 1 billion for municipalities. The senator added that the Federal Revenue Service can demand retroactive collection of amounts not collected in the last five years, which increases the debt of municipalities and places city halls in a situation of legal uncertainty.
