Also questioned were the excessive number of appointed positions, the alleged absence of public service examinations for the General Staff of the Executive Branch, the Health and Education Secretariats of the Municipality of Palmas, and the alleged hiring of employees to work under temporary contracts. "Appointed positions and temporary contracts are concerns I have as a professor and overseer of the executive branch's work," explained the councilman.
During the ordinary session on August 4th, the parliamentarian requested an extension of the validity of the public service examination for the general staff of the Palmas City Hall. He justified his request by explaining that the examination's validity period would end on August 8th, 2016. "I requested the extension of the last public service examination held for the general staff of the municipality of Palmas precisely because it was impossible to hold a new examination this year and because there were still people waiting on the reserve list and the positions were being filled by contracts," said the congressman.

The Public Prosecutor's Office of Tocantins (MPE-TO) has opened a series of investigations against the Municipality of Palmas. The details were published in the Official Gazette on December 2nd. The investigations are looking into the excessive number of appointed positions compared to permanent positions within the General Executive Branch and the Health and Education Secretariats of the Municipality of Palmas.
Also under investigation is the alleged absence of a public competitive examination within the General Staff of the Executive Branch and the Health and Education Secretariats of the Municipality of Palmas, intended for filling permanent positions in its functional structure. Furthermore, the alleged hiring of employees under temporary contracts, to the detriment of permanent positions to be filled through public competitive examinations within the General Staff of the Executive Branch and the Health and Education Secretariats of the Municipality of Palmas, is being investigated. This is in violation of Article 37, II and IX, of the Constitution of the Federative Republic of Brazil, potentially violating the principles of legality, impartiality, and morality, as stipulated in Article 37, caput, of the CRFB-88. The investigated party: a possible political agent of the municipality of Palmas.
