It is unclear by what powers he has, but former mayor João Henrique (PSL), 'the sinister one', is working with a group of about six councilors to reverse the trend of the City Council rejecting the third consecutive accountability report of his second term as head of the Executive branch in Salvador.

João will debut the open voting system on the Executive's accounts, installed in the Salvador City Council two months ago. He had lunch with the seven councilors who make up the 'henriquistas' bloc on Monday (23), at the Legislative Assembly of Bahia.

Geraldinho, as he is called by his colleagues, was the organizer of the lunch to honor João Henrique.
"The purpose of the lunch was to express our recognition and gratitude for what he (João Henrique) has done for us and our organizations. I showed my colleagues why I voted for him," the councilman said in an article on the Bahia Notícias website.
According to Geraldinho himself, the Henriqueist bloc includes, besides himself, councilors José Trindade (PSL), Alberto Braga (PSC), Marcell Moraes (PV), and Toinho Carolino, Tiago Correia, and Carlos Muniz, all from PTN.
According to Geraldinho, Kiki Bispo (PTN), Euvaldo Jorge (PP), Leandro Guerrilha (PSL), and Léo Prates (DEM), who are "sympathizers" of the Henrique supporters, were invited but did not attend.
Despite having two financial reports rejected and being labeled a poor manager, João claims he will run for governor of Bahia in 2014. Considered ineligible, the former mayor ignores the courts and says his candidacy "is God's will."
