João is worried about Salvador's finances.

After another absence (of about a month) from his official activities, Mayor João Henrique (PP) appeared this Tuesday (17). It was not to justify his absence from the 2nd of July celebrations (a date considered the most important for Bahia, marking its independence), but to ask for "caution" in spending from whoever will occupy the chair he is sitting in from January 1st, 2013.

Believe it. João is extremely worried about the future of the country's third-largest city after his eight-year term.

In a statement sent to the press by his advisors this Tuesday, João stated that he will fight tooth and nail to prevent the "loss of control" of public finances and that he wants to leave a "more comfortable" situation for the next mayor.

The press release indicates that the mayor met a week ago with the municipal secretaries of Planning, Oscimar Torres, and Finance, Ruy Marcos; with the city's attorney general, Angélica Guimarães; with the comptroller general, Maria Rita Garrido; and with the undersecretary of Finance, Lisiane Soares. The objective, according to the mayor's press office, was to "determine" control over the City Hall's budget.

João Henrique wants to "increase" the rigor in budget control at a time when it is common for revenues to decrease due to reduced transfers such as the Municipal Participation Fund (FPM), the Service Tax (ISS), and the Vehicle Property Tax (IPVA).

"The order is to only spend if there is a corresponding increase in revenue. Under no circumstances will we even run the risk of destabilizing the financial balance that Mayor João Henrique's administration achieved with great effort," said Oscimar Torres, the Planning Secretary.
