Humberto Costa: 'Expert analysis demonstrates the weakness of the accusation against Dilma'
"To characterize a crime of responsibility by a president of the Republic, it is necessary that there be their direct participation. But when an opinion comes out and clearly states that there was no direct participation by the president in the Plano Safra (agricultural plan), this accusation, which was already weak, becomes a pretext to remove a president elected by the people," the senator stated this Monday, the 27th, after the delivery of the opinion of the Senate's expert panel, at the request of the defense.
Pernambuco 247 – Senator Humberto Costa (PT-PE), former leader of President Dilma Rousseff's government, stated this Monday, the 27th, that the expert report delivered to the Senate impeachment committee at the request of the president's defense "demonstrates an even greater weakness" in the accusation against Dilma.
"For a president of the Republic to be considered to have committed a crime of responsibility, their direct involvement is necessary. But when an opinion comes out and clearly states that there was no direct involvement of the president in the Plano Safra (agricultural plan), this accusation, which was already weak, becomes a pretext to remove a president elected by the people," he stated.
The document, signed by three experts, concludes that Dilma did not participate in the so-called "fiscal maneuvers," one of the accusations that led to her impeachment. It states that the president acted to release supplementary credits without congressional approval through three credit decrees that were "incompatible" with the fiscal target.
Finally, the document itself points out, however, as highlighted by journalist Fernando Brito, that the government met the fiscal targets established in the 2015 Budget Guidelines Law (LDO).
"It's worth mentioning that the base of the coup government was completely opposed to this expert analysis, and it was thanks to a decision by the Supreme Federal Court that it was carried out," recalled Humberto Costa.
