The government of the Federal District is using the Goiás model in healthcare.

Now, the Government of the Federal District has announced that it will use the Goiás model in incorporating the system into Brasília's hospital units.

Between 2015 and 2016, Goiás received visits from 17 delegations from 12 states of the Federation. The objective was to learn about the units managed by Social Organizations (OS) and the advancements in state public health. One of the visits was from the current Secretary of Health of the Federal District, Humberto Fonseca, which took place last April.

After learning about the model, the Secretary of the Federal District decided to implement it in some units of the Federal District. “Social organizations allow for the hiring and provision of labor for the system. However, it is important to emphasize that the State retains the authority to plan, regulate, demand, monitor, and oversee,” Humberto said in an interview with the Correio Braziliense newspaper.

According to Secretary Leonardo Vilela, the management model in Goiás is drawing national attention because it proves, in practice, that the SUS (Brazilian Public Health System) can provide excellent service. “Quality healthcare cannot be accessible only to a minority, as it is a right for all and a duty of the State. We are proving that, with responsibility and committed partnerships, we can provide society with the quality of service it pays for and deserves,” he said.

Since contracting with Social Organizations (OSs) for management, state hospitals have had the necessary conditions to improve their care and obtain the Quality Seal from the National Accreditation Organization (ONA) at levels 1 and 2, granted to only a few public health units in the country. HDT, HGG, Hurso, and CRER already have ONA Accreditation, and the others are in the audit process.

In December 2015, Governor Rodrigo Rollemberg and five deputies from the Federal District visited three hospitals in Goiás managed by social organizations (OSs). The objective was to gather information about the hospital management model and the results obtained from its implementation in Goiás. In total, since April of last year, four delegations from the Federal District have visited hospitals in the State Network.

On that occasion, Rollemberg said he was impressed with the units he visited. “These are very organized hospitals. We had the opportunity to talk to some patients and everyone was very satisfied with the care. We realize that it is a very successful model. It is an experience that we should adapt for the Federal District.” The delegation visited the Governor Otávio Laje de Siqueira Emergency Hospital (Hugol), the Dr. Henrique Santillo Rehabilitation and Readaptation Center (Crer), and the Tropical Diseases Hospital (HDT).

Currently, Secretary Humberto Fonseca's initial idea is for social organizations to manage the health centers and also the emergency care units (UPAs). The process will begin in Ceilândia, a city 35km from Plano Piloto, which has 11 health centers. "I believe that changing the assistance model and partnering with the private sector can help us deliver healthcare faster and more efficiently," explains Humberto Fonseca.

The OS (Social Organization) management model is a benchmark in the country.

In Goiás, the management by Social Organizations (OS) allowed SES hospitals to achieve a leap in service quality, increased patient care, and reduced costs. Proof of this is that, between 2011 and 2015, the SES's own network offered more outpatient care (a 137% increase in consultations); surgeries (52%); ward hospitalizations (80%); and ICU hospitalizations (85%).

At Hugo alone, there was a 40% increase in patient care, with an over 80% increase in the number of beds. Furthermore, four hospitals in the state (HGG, Crer, HDT, and Hurso) obtained the Quality Seal from the National Accreditation Organization (ONA), a rare achievement attained by less than 5% of all healthcare facilities in the country.
