Instead of 24, the city hall will now have 15 departments: Finance; Planning and Human Resources; Government and Social Participation; Education; Health; Urban Security; Social Development, Youth and Human Rights; Women; Culture; Urban Planning; Tourism, Sports and Leisure; Sustainable Development and Environment; Mobility and Urban Control; Infrastructure and Housing; and Sanitation.
The Secretariat for Combating Crack Cocaine is now part of the Department of Social Development, Youth and Human Rights. The Secretariat of Government has been transformed into the Secretariat of Government and Social Participation. The Secretariat of Sports has been eliminated and its area will now be encompassed by the Secretariat of Tourism, Sports and Leisure, following the same logic as the state government. The Secretariat of Housing has been transformed into the Secretariat of Infrastructure and Housing.
The Press Office ceases to exist and becomes an "immediate advisory body" called the Press Office. The Legal Affairs department is incorporated into the Municipal Attorney General's Office, also an "immediate advisory body". The Municipal Comptroller's Office, the Mayor's Office, the Deputy Mayor's Office, the Special Projects Office, the Special Advisory Office, the representation of the city hall in Brasília, and Institutional Relations are also in the "immediate advisory" category.
In addition to reducing the number of departments, the project foresees the transformation of public companies and mixed-economy companies into autonomous agencies, as well as the extinction of certain entities of the indirect administration, whose activities can be covered by the respective secretariats, as detailed below.
The following Secretariats will be structured: Planning and Human Resources Management; Social Development, Youth and Human Rights; Infrastructure and Housing; Tourism, Sports and Leisure; and Sustainable Development and Environment.
