Marco Damiani _247 – Beautiful, elegant, and a regular in the society columns of the Goiânia press, Andréa Aprígio de Souza is the most likeable face of the power, influence, and illegal gambling scheme that was orchestrated in Goiás by the racketeer Carlinhos Cachoeira, arrested in Mossoró, Rio Grande do Norte, during Operation Monte Carlo. They were a happy couple for almost twenty years, but separated in 2006, a year after the outbreak of the Mensalão scandal. The talk in the city at the time was that they were still in love, deciding on a formal separation to protect family assets from possible legal rulings. Through the division of assets, Andréa became the owner of the Vitapan laboratory, initially passed on to two of her brothers. The company was Cachoeira's most visible source of legal funds. Even after the separation, he continued to operate from there. Andréa's brother, Aprígio de Souza, remained in his previous position as the company's financial director. The company's bank accounts were frozen by the courts at the request of the Federal Police, but a court order in February of this year managed to unfreeze them. As financial director, Aprígio was arrested in Operation Monte Carlo on suspicion of managing, as treasurer, part of Cachoeira's illegal finances.

The daughter of teachers, a patron of social causes, and discreet, Andréa also became a partner, replacing Cachoeira, in the ICF – Institute for Drug Control. There, another partner is the businessman Marcelo Limírio, who in turn is a partner of Senator Demóstenes Torres (DEM-GO) in Nova Faculdade, in Contagem (MG). The ICF is the company responsible for issuing the first quality certification to generic medicines produced in Goiás. Based on the content of the wiretaps made by the Federal Police so far released, it is already known that Demóstenes used to exert significant influence at Anvisa – the National Health Surveillance Agency – in favor of Vitapan.

"Cachoeira manufactures, indirectly, through Vitapan, obtains certification from the ICF and even lobbies Anvisa through Demóstenes," lists the former mayor of Anápolis, Ernani de Paula. "Only in Brazil do things like this happen."

Today, however, the romantic relationship between Andréa and Cachoeira seems definitively a thing of the past. Until his arrest, he was living with Andressa, the ex-wife of Demóstenes's alternate, the current Secretary of Infrastructure of Goiás, Wilder Morais. It is believed that Cachoeira exerts his greatest influence on the state's power structure within this department, through the appointment of contractors.
