Eunício will enact today the PEC (Proposed Constitutional Amendment) regarding the barrier clause and the end of coalitions.

Senate Agency - The president of the Senate, Eunício Oliveira (PMDB-CE), stated this Wednesday (4) that he will promulgate today the Proposed Amendment to the Constitution (PEC 33/2017) of the political reform that defines Electoral performance clauses are proposed so that political parties can access party funds and free radio and television airtime, in addition to ending coalitions for proportional elections for deputies and councilors, in this case starting in 2020. Because it is a constitutional amendment, the proposal does not need to be signed into law by the President of the Republic, Michel Temer (PMDB).

“I will enact the PEC today so that it can take effect immediately. It's a step forward. I would have preferred it to be effective from 2018. The Chamber maintained 2020. It was an understanding reached to approve it, and I believe I will enact it this afternoon considering exactly that, which is progress,” said Eunício.

The PEC (Proposed Constitutional Amendment) was approved in the first round with 62 votes in favor and in the second round with 58 votes in favor. There were no votes against or abstentions. The two rounds of voting on the same day were only possible because the Plenary had already approved a special calendar for the PEC earlier. The creation of the so-called party federations is not part of the text approved by the senators, as this instrument was removed by the federal deputies.

The so-called "party switching window," which allows candidates to change parties six months before the election, will continue to exist. The elimination of this "window" was also rejected by the Chamber last week.
