Eunício criticizes the proposed constitutional amendment that would abolish the Court of Accounts of the State of Bahia: "political pettiness"
In an article published this Friday (16), Senator Eunício Oliveira (PMDB) harshly criticizes the PEC that proposes the unification of the Municipal (TCM) and State (TCE) Courts of Accounts. For him, the argument of saving resources is unsustainable and the attitude shows “how small the political stance of those who govern the destinies of Ceará today is”.
Ceará247 - Senator Eunício Oliveira (PMDB) published an article this Friday (16) criticizing the PEC authored by Heitor Férrer (PSB), which proposes the unification of the Municipal (TCM) and State (TCE) Courts of Accounts. For him, the argument of saving resources is not sustainable and does not justify “such irresponsibility”. “We will make this trick known to society and position ourselves in defense of the Municipal Courts of Accounts, for the proper functioning of the institutions of the Democratic State of Law and against pettiness in politics,” he says.

"The people of Ceará were surprised by the expedited processing, in the Legislative Assembly, of a proposed constitutional amendment aiming to abolish the Court of Accounts of Municipalities. The pretext used to justify such irresponsibility was a supposed saving of public resources."
The argument is weak and does not hold up even under the most superficial financial analysis of the reality. If the proposal is approved, the authorities that make up the TCM would be placed on paid leave, which would represent a real waste of approximately R$ 5,1 million annually.
Furthermore, in 2016 alone, the TCM audited municipal budgets totaling R$ 22,5 billion. Its extinction will only serve to weaken the fight against wrongdoing in municipal administrations and to serve the whims of those in power.
We are left to believe that, given this scenario, not even the government's base deputies in the Legislative Assembly should vote in favor of abolishing the Municipal Court of Accounts. If they do, how will the employees who make up the TCM's technical staff be incorporated and utilized? How would the TCE, with its current technicians, be responsible for the external control of the State and 184 other municipalities?
"In times when we need to join forces for the common good, attitudes like this only demonstrate how petty the political stance is of those who govern the destiny of Ceará today. But we will not remain silent. We will make this trickery known to society and position ourselves in defense of the Court of Accounts of Municipalities, for the proper functioning of the institutions of the Democratic Rule of Law, and against pettiness in politics."
