Education will have a new designation system.

The forecast is that next year around 120 professionals will be designated to work in the state network. "For 2017, what we are trying to do is improve the processes. The new model was inspired by the Unified Selection System (Sisu) of the Ministry of Education (MEC), and will initially be used by professionals who wish to work as Basic Education Analyst (AEB); Educational Analyst/School Inspector (ANE/IE); Basic Education Technical Assistant (ATB); Basic Education Services Assistant (ASB); Basic Education Specialist (EEB) – Educational Advisor or Pedagogical Supervisor; and Basic Education Teacher (PEB) / classroom teacher.

"For positions with a block of hours, we will, for the first time in history, conduct a remote and online assignment process. It will be based on the registration already completed. Each of these interested employees will be offered a list showing the vacancies in each location, in each school, and in the shifts in which they are available," explains the Undersecretary of Human Resources Management, Antonio David de Sousa Junior.

"Following the rules that we will release in the coming days, the candidate must enter the system and indicate the school where they want to apply for a place so that we can assign them remotely," the undersecretary added.

Until 2016, candidates interested in applying for a designated position in the state education system had to participate in the in-person designation process, which caused many problems, as Antonio David points out.

"They had to go in person to look for a job, and this caused enormous inconvenience and many difficulties because the job offers were posted all at once and in a general way. The candidate was going back and forth and sometimes had to travel from one municipality to another. This caused many difficulties," he concludes.

In 2017, classroom teachers will still have to participate in the in-person assignment process, but the department is already studying a way to include them in the remote assignment system.

"Classroom teachers have a workload that can be fragmented. This complexity prevents us, at this time, from including them in this process. For these cases, the assignment will be done in person, as it has been in recent years," says the undersecretary.

Registered for the 2017 appointment process

With registrations taking place between November 21st and December 7th, the registration process received a record number of applicants: 1.117.996 applications from 564.628 candidates interested in applying for teaching positions in the state education system.

Of that total, 34% completed one registration, 14% completed two registrations, and 45% completed three registrations. There were also candidates who registered on the website but did not complete any registrations. This number represents 7% of the total registered.

At the press conference, a summary of the actions carried out in 2016 was also presented. Last year, through the Comprehensive Education program, 147.918 students benefited from after-school activities, and 1.684 state schools were open on weekends. Young people were also served with Professional Qualification Courses: a total of 35.769 students participated.

In 2016, a working group was also created to discuss the theme of "Human Rights, Diversity and Social Inclusion," as Macaé Evaristo explains. "It's a group that brings together different institutions, such as the Public Prosecutor's Office and the Public Defender's Office. The goal is for us to have a more coordinated approach. I think there are some principles that need to be shared so that we don't have people acting in a disorganized way. We all have to look after everyone who is in the school environment."

Promoting the appreciation of education professionals through the gradual expansion of the number of professionals with permanent contracts and, consequently, reducing the number of professionals with precarious contracts; revitalizing the careers within the education activity group and reducing the backlog of retirements were also actions carried out in the last two years.

Between 2015 and 2016, 37.051 appointment decrees and 26.100 retirements were published. Of the total retirements, 10.081 relate to former Law 100 employees. Regarding promotions, 42.684 were published in 2016 and 52.807 promotions were carried out in the last two years.
