Governor Fernando Pimentel (PT) sent a message to the Legislative Assembly on Monday (5) requesting authorization to declare a state of financial emergency. The decree relaxes some points of the Fiscal Responsibility Law, such as the punishment of managers who exceed the limits of spending on civil servants and the delay in paying debts. Today, at a meeting at the Palácio da Liberdade, Pimentel will pass on to representatives of the Judiciary and the Legislature the dimensions of the financial crisis in the State, with a request for adjustments in their bodies.

This Tuesday (6), the State government will announce how the 13th salary of civil servants will be paid. The expectation is that the benefit will also be paid in installments, as has already been happening with salaries. The financial calamity decree may help justify the installment payments and avoid legal actions by civil servants. This year, Rio de Janeiro and Rio Grande do Sul declared a state of financial calamity. Brazilian legislation does not specify this type of calamity, but it is believed that such a decree could make some items of the Fiscal Responsibility Law (LRF) more flexible, such as meeting deadlines for controlling personnel expenses.
