Delci Teixeira highlights work in combating violence.

Ceará247 - The Secretaries of Public Security and Social Defense, Delci Teixeira; and of Justice, Hélio Leitão; were at the Legislative Assembly this Wednesday (1), where they answered questions about security in the State and the crisis in the prison system of Ceará. 

Delci praised the efforts that the State Government has been making in combating violence and said that if prisons are overcrowded, it is a sign that the work of the Military Police has increased. "When they tell me that the prisons are overcrowded, it shows that the Police are arresting and placing people in those prisons," he stated.  

He highlighted, however, that the issue is being studied in the "Ceará Pacífico Forum," which brings together various bodies linked to the sector. "One can question whether some of these prisons are poorly managed. All of them, obviously, are subject to judicial review. When they say that prisons are overcrowded and 72% of the prisoners are pretrial detainees, this, obviously, falls outside the competence of the Security and Justice Secretariats," he said.

The secretary also listed the investments in personnel and infrastructure made by the State Government in the area of ​​public security. He cited the training and hiring of 974 enlisted personnel for the Military Police and the training of 190 officers for the Military Police, all in 2015; in addition to the recruitment of forensic doctors, criminal experts, delegates, clerks, and inspectors; the relocation of Raio (Special Police Unit) bases to the interior of the State; the creation of the Border Battalion; among other actions.

“We are fully aware of the feeling of insecurity that grips the citizens of Ceará, but we need to be fair in assessing that homicide rates have been reduced in Ceará as a result of the relentless efforts of our security system,” the secretary pointed out.
