247 - Gilberto Kassab (PSD), former mayor of São Paulo and current Minister of Science, Technology and Communications, was accused of receiving R$ 14 million in undeclared funds from Odebrecht in 2013 and 2014. This claim comes from the plea bargain agreement of Paulo Cesena, who until last month was president of Odebrecht Transport. The Secretary of the Investment Partnership Program, Moreira Franco (PMDB), one of Michel Temer's closest political allies, is also accused by Cesena of receiving R$ 4 million from Transport in 2014. Transport is Odebrecht's arm in the transportation sector. Former congressman Eduardo Cunha (PMDB), currently imprisoned, is also mentioned in the plea bargain, having received R$ 4,6 million.

As information They are from O Globo.

"Kassab, Moreira, and Cunha are mentioned at the beginning of the annex, which deals with improper payments to public officials by the company. Cesena states that, in 2014, he was informed by Benedicto Júnior, president of Construtora Norberto Odebrecht, that Transport would be included in the company's internal allocation to finance political campaigns. Cesena, who had been with Odebrecht since 1998, was the president of Transport."

“Regarding Gilberto Kassab, Benedicto Junior informed me that he made payments in 2013 and 2014 totaling approximately R$ 14 million, arguing that it was to support him in the 2014 Senate elections and in the PSD campaigns,” Cesena stated to Lava-Jato.

According to the executive, the payments were made because of Kassab's "prominence" in São Paulo, the state where the most significant portion of the company's revenue was generated. The amounts transferred to Kassab were allegedly associated with the nickname "Project." At the time of signing the plea bargain, Cesena's lawyer handed over spreadsheets from the Structured Operations Sector—a kind of bribery department created by Odebrecht to organize payments to politicians.

There is no declaration to the Superior Electoral Court (TSE) of any funds from the group in Kassab's 2014 campaign financial report — which may indicate that, if the donation did in fact occur, it was not through official campaign funds.
