Contract worth R$ 51 million between City Hall and OSCIP under suspicion.

The Public Prosecutor's Office of Tocantins has opened a Public Civil Inquiry to investigate the legality of the contract signed between the Municipality of Palmas and the non-profit organization Instituto Sócio Educacional Solidariedade (Ises), valued at R$ 51.665.738,88. According to the Public Prosecutor's Office, the amount to be paid to the non-profit organization without bidding is "extremely significant," and the services to be provided by the entity are not well defined. The institution is already under investigation by the Public Prosecutor's Office of Sergipe for irregularities in the provision of services to the municipality of Tobias Barreto.

Tocantins 247 – The State Public Prosecutor's Office (MPE) opened a Public Civil Inquiry this Wednesday, the 25th, to investigate the legality of the contract signed between the Municipality of Palmas and the Public Interest Civil Society Organization (Oscip) Instituto Sócio Educacional Solidariedade (Ises), in the amount of R$ 51.665.738,88.

According to prosecutor Edson Azambuja, author of the investigation, the amount to be paid to the non-profit organization Ises, without bidding, is "extremely significant," and the services to be provided by the entity are not well defined. The prosecutor argued that it is necessary to investigate whether the institution has sufficient technical capacity to perform the activities it proposes, and that some public services should be provided directly and exclusively by the State and/or Municipality.

Prosecutor Edson Azambuja stated that the non-profit organization Instituto Sócio Educacional Solidariedade is being investigated by the Public Prosecutor's Office of Sergipe for alleged irregularities in services provided to the municipality of Tobias Barreto in Sergipe.

The Public Prosecutor's Office has given the Municipality of Palmas 10 days to send a copy of administrative procedure no. 2013.056120, which culminated in the signing of a partnership agreement between the municipality and the OSCIP Instituto Sócio Educacional Solidariedade – ISES. The Public Prosecutor's Office also requested information from the Court of Auditors of Sergipe and the Sergipe Public Prosecutor's Office. 

The Palmas City Hall has not yet commented on the civil inquiry by the Public Prosecutor's Office.
