Forest Code passes first vote after controversy.
A bill from the Governor's office was approved this Tuesday after intense debate among a group of environmentalists and rural producers. Consensus was only reached after amendments presented by Deputy Fábio Sousa; one of them creates the Permanent Forum for the Environment. The government affirms that the approval of the bill makes it possible to combine economic development with environmental preservation.
Goiás 247_ The deputies approved in the first vote the Governor's bill, which establishes the new Forestry Code of Goiás. There were 37 votes in favor and one against, from Deputy Major Araújo (PRB). The vote took place in an extraordinary session on Tuesday morning, after controversy and an exchange of insults between two groups of protesters: rural producers and a group of environmentalists, professors, and students from UFG. The matter will still be considered in a second round.
The project was authored by the Government, and in addition to addressing the new Code, it provides for the protection of native vegetation in the State of Goiás. With its approval, the Government aims to combine economic development with environmental preservation.
There was only a minimum consensus for voting after two amendments presented by deputy Fábio Sousa (PSDB).
The first amendment accepted by the CCJ (Committee on Constitution, Justice and Citizenship) stipulates that if it is found that the size of the permanent preservation area of a given water resource is not adequate for protecting the ecological integrity of local biodiversity, the Forum, which is addressed in the second amendment presented, may define that the measurement of the permanent preservation area will be counted from the flood level.
The second amendment creates the respective Permanent Environmental Forum within the Executive Branch, with the objective of discussing proposals for updating and revising the Law originating from the project in question.
The bill also provides economic incentives to promote ecological conservation, creates stricter mechanisms for controlling environmental compensation for legal reserves, and regulates the use of conservation units for environmental compensation of legal reserves.
It also regulates article 129 of the State Constitution, with the purpose of preserving the Cerrado biome.
Other objectives are also associated with the project. Among them is the regulation of the exploitation and use of native vegetation cover, as well as the use and consumption of its products. Also noteworthy is the aim of recovering and conserving vegetation formations, in addition to stimulating and promoting the recovery of degraded areas, guiding their use and restoration.
