Ceará 247 - According to federal deputy José Guimarães, the appointment of lawyer Cid Marconi as a federal judge of the Regional Federal Court – 5th Region, based in Recife, “demonstrates the prestige of Ceará with President Dilma Rousseff.” The government leader was one of the main figures behind this nomination, along with Governor Camilo Santana. They delivered to President Dilma a petition signed by the vast majority of the federal delegation and senators from Ceará, to endorse the nomination of the Ceará lawyer, who was part of a shortlist of three candidates. He fills the vacancy designated for the Constitutional Fifth and due to the retirement of federal judge Margarida Cantarelli.

The main dispute was with a lawyer from Rio Grande do Norte, nominated by Senator Fátima Bezerra (PT/RN). To overcome the problem, the government leader met with the PT caucus in the Federal Chamber and secured their support for lawyer Cid Marconi.

The nomination of Cid Marconi curiously marks yet another chapter in the struggle for political space in Ceará, alongside the federal government. Senator Eunício Oliveira claims responsibility for Cid Marconi's nomination, attempting to position himself as the main interlocutor with the federal government. In practice, what we see is direct access for Governor Camilo Santana and the current leader of the government in the Federal Chamber, Deputy José Guimarães, to the Planalto Palace, whether to articulate the state's political demands or to secure resources. And these should be the main concerns of those elected to defend the interests of Ceará. This dispute over who deserves credit for the nomination of lawyer Cid Marconi reveals lingering effects from the 2014 election. President Dilma Rousseff's decision to choose the Ceará lawyer, incredibly, is yet another chapter in the battle for prestige among local politicians.

Cid Marconi holds a law degree, a postgraduate degree in Civil Procedural Law, and a Master's degree in Constitutional Law from the University of Fortaleza - UNIFOR. He was a full judge of the Regional Electoral Court - TRE in 2008, a permanent judge of the Regional Electoral Court - TRE since 2010, a member of the Administrative Tax Litigation Council - CONAT since 2008, and a member of the Administrative Council of Tax Appeals - CARF from 2010 to 2013. He also served as Executive Director of the Industrial Center of Ceará - CIC from 2008 to 2010 and as a city councilor in Fortaleza-CE from 1993 to 2000.
