A committee in the City Council is investigating the processes of issuing building permits and licenses in violation of Goiânia's Master Plan, using empty files. A meeting this Friday, led by councilman Elias Vaz, resulted in the summoning of owners of major construction companies in the capital. Among the businessmen are: Oswaldo Peixoto Filho (Prumus Construções); Lourival Louza Júnior (Flamboyant Shopping Mall); Dener Alvares Justino (Opus Incorporadora); Wagner Carneiro (Teccril Construtora); and Paulo Silas Ferreira (J Virgílio Imóveis). Former mayor Iris Rezende (PMDB) is also under investigation, as he was the mayor at the time.

Goiás 247 - The Special Inquiry Commission (CEI) investigating the empty file processes for granting permits and licenses in violation of the Goiânia Master Plan, decided this Friday morning (7) to summon nine people responsible for large construction companies in the Municipality of Goiânia.

The following businessmen will be summoned: Oswaldo Peixoto Filho (Prumus Construções); Lourival Louza Júnior (Grupo Flamboyant); Dener Alvares Justino (Opus Incorporadora); Wagner Carneiro (Teccril Construtora); Paulo Silas Ferreira (J Virgílio Imóveis); Luiz Antônio Ludovico (Construtora Tenda); Rezio Ferreira (Construtora Vênus), Malkon Merzian (Construtora Merzian) and Leonardo Aires de Souza.

According to the president of the CEI (Special Commission of Inquiry), councilman Elias Vaz (PSB), the names emerged in the initial analyses of documentation requested from the municipal planning department for the approval of projects since 2009. To date, the Planning Department has sent copies of 20 of the 131 requested applications.

Another outcome of the meeting was the establishment of a schedule with dates for hearing testimonies from four Seplan employees responsible for receiving and registering documents for initiating processes within that agency.
- On August 14, 2015 – next Friday, the employees Kellen Mendonça Santos and Magali Teixiera Daher will be heard.
- On Monday, August 17, 2015, Douglas Branquinho and Alberto Aureliano Bailoni will be heard.

The rapporteur, councilman Geovani Antônio (PSDB), reported that in addition to current and former secretaries of Seplan and large business owners, there are suspicions of irregularities on the part of officials from the Public Prosecutor's Office, responsible for Terms of Adjustment of Conduct (TACs) that benefited the projects. He warned that "this CEI will certainly not end in nothing."

Elias Vaz added that the committee members do not intend to "go after the small fry, but rather the sharks; we will not accept that public servants are scapegoats while the big players go unpunished," he assured.

Established in early July, the Special Commission of Inquiry (CEI) is investigating the granting of permits and licenses in violation of Goiânia's Master Plan. Approved in 2007, the Plan gave a two-year deadline for projects to be completed. After that, Complementary Law No. 204 extended this deadline by one year, but only for 131 processes already initiated. The CEI's preliminary analysis already points to other projects not included in this list, filed with empty folders to ensure retroactive application of the legislation.

The following council members are part of the Empty Folders Inquiry Commission: Elias Vaz (PSB), Paulo da Farmácia (Pros), Carlos Soares (PT), Fábio Lima (PRTB), Paulo Magalhães (SDD), Geovani Antonio (PSDB), and Mizair Lemes Jr. (PMDB).
