CCJ is expected to vote on the 'PEC of the Mensaleiros' on Wednesday.

A proposed Constitutional Amendment, authored by Senator Jarbas Vasconcelos (PMDB-PE), provides for the automatic removal from office of parliamentarians convicted in the final instance of crimes of administrative misconduct or against the public administration; if voted on, the expectation is that the PEC will be brought to the House plenary this week; the vote on PEC 18 has already been postponed twice.

PE247 - The Senate's Constitution and Justice Committee (CCJ) is expected to vote this Wednesday (14) on the Proposed Constitutional Amendment (PEC), authored by Senator Jarbas Vasconcelos (PMDB-PE), which provides for the automatic removal from office of parliamentarians convicted in the final instance for crimes of administrative misconduct or against public administration. If the vote is held, the expectation is that the PEC will be taken to the House floor later this week. 

The committee's vote on the PEC (Proposed Constitutional Amendment) was scheduled for July, but was postponed to August due to a request for review by Senator Antônio Carlos Rodrigues (PR-SP), alternate to the Minister of Culture Marta Suplicy. Rodrigues is linked to Congressman Valdemar Costa Neto (PR-SP), convicted in the trial of Criminal Action 470, the so-called "mensalão" (monthly allowance scandal). Last week, senators requested more time to analyze issues related to various doubts regarding the text of the bill.

The questions raised at last week's hearing basically concern which convictions should be considered for a parliamentarian to lose their mandate immediately. One of the cases is whether a parliamentarian convicted only of paying a fine should also have their mandate revoked, or whether those involving sentences of less than four years, such as environmental crimes, which may result in the loss of some political rights, also fall under PEC 18.

Senator Jarbas Vasconcelos, author of the proposal, has been in constant talks with the leaders of the DEM, PSDB, PDT, PSOL, PP, and PSB parties to place the PEC (Proposed Constitutional Amendment) on the Senate's priority voting agenda for the second half of the year. If the CCJ (Committee on Constitution, Justice and Citizenship) vote takes place this Wednesday, the expectation is that the proposal could be brought to the Plenary the following day.
