Camilo expands police force in Fortaleza with the implementation of the Special Police Battalion (BPRaio).

Ceara 247 - The Government of Ceará has completed another stage in the plan to double the operational capacity of the Battalion of Policing Rounds and Intensive and Ostensive Actions (BPRaio) in Fortaleza. This Saturday (11), residents of the Parangaba region received the implementation of the reinforcement, for exclusive actions in the locality. Since last month, three large areas of the Capital have already been covered by the reinforcement of the specialized police. Following the schedule for the second phase of the BPRaio expansion, which includes municipalities with more than 50 inhabitants, in parallel with the reinforcement in Fortaleza, the next Battalion will be deployed in the city of Maranguape, on the 25th (Saturday).

During the ceremony in Parangaba, Governor Camilo Santana emphasized his commitment to installing new BPRaio bases in all municipalities with more than 50 inhabitants. He gave the example of September... Caucaia e MaracanauThey received reinforcements of motorized police officers.

“We are going to double the operational strength of the Special Police Unit (Raio) throughout the capital. Currently, we are implementing 14 new teams to reinforce three areas of Fortaleza: Messejana, Vila Velha, and now Parangaba. And we are already preparing for other locations in Fortaleza and other municipalities in the state. Our goal is that, by the first half of 2018, all cities with more than 50 inhabitants will have a presence of the Battalion. This is the state's commitment to ensuring greater security for citizens and efficiently combating crime,” added the head of the Executive branch.

The governor was accompanied at the ceremony by the Secretary of Public Security and Social Defense (SSPDS), state deputies Walter Cavalcante, Nizo Costa and Dr. Silvana, among other security authorities and municipal political leaders.

Organization

The Government of Ceará invested over R$ 2,8 million in the acquisition of vehicles and equipment for the new personnel of the Raio Battalion in the capital. In Parangaba, there are 38 men, 18 motorcycles, and one patrol car.

Fortaleza now has the support of 104 police officers, divided into 14 teams, with 56 motorcycles and two exclusive 4x4 vehicles. In April of next year, a new group of 202 police officers will also reinforce the unit in the capital, doubling the operational force of the Battalion. With the 104 new professionals, there are now more than 600 BPRaio police officers in Fortaleza alone.

Agility in the approach

Secretary André Costa points out that the choice of the Parangaba neighborhood for the implementation of the new Battalion was due to the commercial profile and high traffic of the region. He believes that in an area like this, with a large flow of pedestrians and vehicles, the presence of specialized motorized police for rapid and proactive action will reduce the frequency of criminal occurrences.

“We will focus the teams on bus lanes, increase the recovery of stolen vehicles. The Raio [Special Police Unit] is a very fast police force that moves agilely through traffic and makes it difficult for anyone to escape the action of the security professionals.”

Pride and achievement

Housewife Leidiane Lima, 35, watched the ceremony near the dozens of motorcycles from the Parangaba Special Police Battalion (BPRaio). She couldn't stop smiling as she admired her husband, Jefferson Lima, being introduced as one of the officers who are part of the special force in the region. With two daughters, one six and the other two, the couple celebrated an unforgettable achievement for their family this Saturday.

“It is a moment of great joy to see him here representing the security of the State. It was a long struggle for us to get here. I feel proud to follow his journey serving the community, receiving the reward for all the effort of years,” said Leidiane.

Display of skills

After the speeches by the authorities at the ceremony, the BPRaio police officers performed their now-traditional motorcycle skills demonstration, including maneuvers and starts on the asphalt. Some members of the force also demonstrated for the public the distinctive approach method adopted by the Raio.

Ray Doctrine

To secure a position on the BPRaio teams, police officers must complete the Motorcycle Policing Specialization Course, consisting of 280 hours of instruction. The training focuses on the so-called "Raio Doctrine," covering topics such as: Patrolling; Police Pursuit and Approach; Shooting Practice; Resolution of low, medium, and high complexity cases; among other subjects.

Motorized policing assists in visible policing, making the response to incidents more efficient compared to conventional patrol cars. With motorcycles, police officers can enter narrow streets, perform maneuvers more quickly, and conduct pursuits and apprehensions. Furthermore, crimes such as drug trafficking, robberies, and attempted homicides are commonly committed using motorcycles.

Second phase of the interiorization

The expansion of the BPRaio (Special Police Battalion) into the interior of the state began with the establishment of battalions responsible for centralizing operations in nine major regions. In this sense, units were established in the cities of Juazeiro do Norte (Cariri), Sobral (Northern Region), Itapipoca (Western Coast), Iguatu (Southern Center), Crateús (Crateús Sertão), Tauá (Inhamuns Sertão), Quixadá (Central Sertão), Russas (Jaguaribe Valley), and Canindé (Canindé Sertão). With the second phase, the bases become exclusive to cities with more than 50 inhabitants. Consequently, the battalions based in the nine hub cities can give more attention to other localities.
